Location: Jayapura, Papua Province, Indonesia
Job Description: The Papua Program Director will work with the country team to represent the Clinton Foundation HIV/AIDS Initiative (CHAI) in Tanah Papua, Indonesia. He/she will be required to collaborate with the Ministry of Health, Provincial Health Offices of Papua and Papua Barat, UN agencies, NGOs and other implementing partners to support the scale-up or high-quality care and treatment for people living with HIV in Tanah Papua.
Responsibilities:
Coordination:
Ensure effective coordination between the Provincial Health Offices of Papua and Papua Barat (PHOPPB) and CHAI
Ensure effective coordination of CHAI activities and programs with government agencies, UN agencies and NGOs involved in care and treatment activities
Ensure coordination internally among clinical mentoring team and staff for clarity and successful implementation of program activities and goals
Provide concrete recommendations for continuously enhancing effective, and productive relationship with government authorities and relevant stakeholders
Oversee the coordination of activities such as clinical mentoring support, pediatric care and treatment, procurement and supply chain management, laboratory strengthening, rural initiative etc.
Support PHOPPB in implementation of CHAI and PHOPBB program activities
Provide technical assistance to PHOPBB as requested/necessary
Programs:
Execute and implement the work plan that supports PHOPPB needs/priorities, in line with the mandate and principles of the provincial governments and the Foundation
Work with program staff and Country Coordinator to direct programs in line with the goals and vision of MOH, PHOPPB and CHAI
Identify gaps and opportunities in programming and recommend solutions to improve them
Complete all necessary reports, including reports to headquarters, donors, government partners
Conduct assessments, analyses, and reporting across program lines as necessary
Develop program monitoring and evaluation methodology, tools, and indicators for regular review of on-going program activities, participate in M&E trips at site level and draft necessary reports
Develop proposals including program plans and activities, content, timelines, and budgets for programs in Tanah Papua
Develop and implement the Tanah Papua 2009 program work plan
Finance and Accounting:
Review and certify monthly bank reconciliation for submission to Country Coordinator and subsequently to HQ finance
Review monthly expected cash need budget for submission to HQ finance
Develop expected 3 month overall program budget for submission to HQ monthly
Monitor and review “budget” vs. “actuals” on a monthly basis to gauge budgetary status of programs
Develop and review program budget during annual and semi-annual reviews for both HQ and donor (AusAID)
Review monthly general ledgers to check accuracy of charged accounts/programs
Manage bank account balance at local bank to ensure consistent and adequate cash flow
Certify financial documents including bank reconciliation, expenses, and cash account management as necessary for approval
Administration:
Train current and new staff as necessary on CHAI goals, principles, and programming
Recruit and process candidates for new staff and interns including necessary paperwork, advertisement, setting up interviews, and participating in interviews for the Papua office
Develop SOPs and protocols for office management and financial governance
Manage professional development of designated staff and interns
Manage and process any administrative documentation as requested from HQ
Process and manage all media inquiries
Qualifications:
Master’s degree, preferably MBA or relevant field
Minimum 5 years professional experience in private sector as project manager; applicants with management consulting, investment banking, or other relevant private sector experience strongly preferred; development and/or public health experience an asset
Entrepreneurial ability to work quickly and effectively with minimal supervision
Experience working with governments and governmental institutions; respect for the political processes and protocols involved in government programs
Sensitivity to local political and cultural contexts
Ability to work productively in a multi-cultural, international setting and to establish and maintain effective working relationships with counterparts in international agencies, local government bodies, non-governmental organizations, professional institutions and internal CHAI Team
Ability to be effective in high-pressure situations
Ability to absorb and synthesize a broad range of information
Ability to handle multiple tasks simultaneously, set priorities, and meet deadlines
Strong leadership and diplomacy skills
Strong problem solving and analytical skills
Excellent communication (both written and oral) and interpersonal skills
Excellent knowledge of spoken and written English and Bahasa Indonesia
High level of proficiency with Microsoft office software, particularly Word, Excel and Powerpoint
Willingness to work in and travel to rural, low-resource settings
Pluses:
Experience working in a similar consultative capacity
Experience in working with HIV/AIDS
Experience in dealing with Government, Bi-lateral and multi-lateral organizations
Understanding of healthcare systems in resource-limited settings
Experience working in developing countries
